West Coast ports have seen throughout volumes decline in recent years as they face increasing competition from Ports in Canada and Mexico and from the Panama and Suez Canals. According to Washington's News Tribune, West Coast port authorities are seeking a bill to increase investment in the intermodal links that connect the ports to the country's main inland ports in the Mid West. Increased funding will improve the speed and efficiency of transporting goods via the US coast and overland and increase the ports' competitiveness. Director of the Port of Tacoma, Tim Farrell, said, 'we need a well-thought-out, strategic freight policy' we need to focus on corridors from Shanghai to Chicago or Tokyo to Houston'. Pacific coast ports are the traditional route of entry for US Asian imports with more than 70% of transpacific shipments reaching US markets via the West Coast. Major ports such as Los Angeles and Long Beach have become a victim of their own success in recent years - despite their size, they have struggled to cope with growing cargo volumes - the result of the growth of China's export sector and rising US demand for Chinese goods. This latest issue of BMI's US Transport Report predicts that over the 2009-2013 forecast period, overall freight carried across all transport modes will grow by an annual average of 1.2%, measured in million tonnes-km (mntkm). This will lag predicted economic growth which we see averaging 1.4%. Both numbers have been pulled down by the recession that we see as being the dominant story of 2009-2010. By transport mode, we see growth being led by rail freight (1.6% per annum), followed by airfreight (1.4%), road haulage (1.2%), shipping (0.9%) and pipeline throughput (0.7%). Companies will be monitoring the fall in demand for freight to assess when the bottom of the cycle has been reached and when to anticipate a possible recovery. We expect transport and communications GDP to grow to US$1.143trn by 2013, representing 6.6% of US GDP. The protectionist trend in US freight transport first hit the headlines early in 2006, when US Congress broke ranks with President George W. Bush and successfully opposed the sale of a controlling interest in six key ports (including New York, Philadelphia, and Miami) to Dubai Ports World (DPW) on security grounds. Under intense political pressure DPW, which acquired the ports through its takeover of London-based Peninsular & Oriental (P&O), then agreed to sell its US interests to a third party, an American International Group (AIG) unit. Similar protectionist trends have shown up in the aviation sector, where Congress and trade unions held back plans to give foreign investors a greater say in the running of US-based airlines. At the beginning of 2009 another international player, Deutsche Post-owned DHL, withdrew from the domestic US express delivery market after years of losses. Congress also rejected long-standing proposals to allow Mexican trucks to deliver cargo across the US. The exception, perhaps because it has gone largely unnoticed, has been road transport, where a series of foreign toll-road operators have been buying large stakes in US roads. But here too there are signs of greater caution. BMI believes the Obama government remains under continuing pressure to take a protectionist stance on a range of trade and transport issues, but since taking office has shown itself minded to hold back from moving too far in that direction. As the largest economy in the world, it could be argued that there is already enough internally-generated competitive drive in the US freight business. BMI disagrees, taking the view that even major US companies could improve their performance by being exposed to greater external competition. Major US airlines have, despite some exceptions and recent improvements, piled up massive losses and have been in and out of bankruptcy protection. There has been a notorious lack of new investment in the country's pipeline and refinery infrastructure, exposed during Hurricane Katrina.

Significant commodity reclassifications and changes from the Commodity Classification Standards Board (CCSB) meeting.

Alexandria, VA - The National Motor Freight Traffic Association, Inc. (NMFTA), Commodity Classification Standards Board (CCSB), and the Classification Resource Committee (CRC) held their February meetings in Tampa, Florida on Monday, February 8th – Wednesday, February 10th.

The most significant commodity reclassifications resulting from the CCSB meeting were:

• Machinery or Machines, NOI, or Machinery or Machine Parts, NOI

• Coffee, Tea or Herbal Tea

• Cable or Wire

• Snack Foods

• Mail

• Wheelchairs, other than motor-propelled

• Canes (Walking Sticks)

• Rear Projection Screens, rigid, other than curved

• Spark Plug or Ignition Cables, Cable Sets, Wires or Wire Sets

• Conveying, Dredging, Dumping, Excavating or Hoisting Buckets, Dippers or Skips

• Tool, Ammunition or Fishing Tackle Boxes or Chests

The CCSB also:

• Clarified the application of item 44155, Corrosive Materials

• Amended item 178690, Stands, other than furniture, by adding a listing for Stanchions, pedestrian traffic or crowd control, with or without rope or retractable belt

• Approved a new numbered package for Wooden Storage Cabinets

• Amended Packages 1F, 2F and 19F

• Canceled Packages 78, 86 and 730 as obsolete

• Withdrew a proposal to establish a new rule for Products Requiring Special or Additional Care or Attention in Handling or Stowing; research will continue

In addition, the CCSB deferred disposition of a proposal to reclassify footwear to its next regularly scheduled public meeting on June 7, 2010. The classification provisions for footwear that became effective on January 9, 2010 will continue to apply.

New Research Report: Japan Autos Report Q2 2010

PR Log (Press Release) – Feb 19, 2010 – Despite the positive effect of government subsidies on Japan's new vehicle sales, BMI has lowered its sales forecast for 2009 to a decline of 11% based on results for the first nine months of the year. Sales fell 15.5% y-o-y, with none of the vehicle segments achieving positive growth. Industry sales totalled 3,404,065, comprising passenger car sales of 2,893,938 units (-14%), truck sales of 500,076 units (- 23.15%), and bus sales of 10,051 (-19.44%). The worst performance came from the standard truck segment, which contracted almost 45%. These results do show a marginal improvement from H109, however, when total sales were down by over 20% y-o-y. Two underlying trends in industry sales became apparent in September. Firstly, government incentives to encourage the purchase of fuel efficient vehicles are paying dividends, and secondly, sales of imported vehicles, even those produced by Japanese carmakers abroad, are on the slide. The Toyota Prius retained its position at the head of the market for the third straight month, while further proof of the impact of tax breaks on hybrid and small fuel efficient cars comes from Honda, which takes second place with its Fit compact and third place with its hybrid rival to the Prius, the Insight. Japan stays in fourth in BMI's Business Environment Ratings for the automotives industry in Asia Pacific, with an overall rating of 61.1 from a possible 100. The risks associated with a developed market still exist, however. Just as Australia and South Korea suffer disadvantages due to their developed statuses, a saturated market also weighs on Japan's ratings. While the country scores well in terms of its country risk, with low levels of corruption and a sound legal framework that have bumped up the market's overall score, the auto industry is nearing full capacity, and this consequently reduces production growth potential, while the high level of vehicle ownership restricts possible sales growth. Labour costs are also high, which adds to the cost of expanding production. Despite, the relatively high ranking data for the first nine months of 2009 show every manufacturer posting a decline in sales compared with the same period of 2008 as the 12 domestic manufacturers registered combined sales of 3.404mn units, down 15.49% y-o-y. This was a marginal improvement on H109, when sales were down by over 20% y-o-y, as August registered the first positive sales growth for 13 months (2.3%). However, by September sales were down again by 3% y-o-y. All but three of the domestic brands recorded a double-digit decline in sales, with Nissan Diesel registering the weakest performance as its sales fell 49.95%, although this again was an improvement from its H109 drop of over 56% y-o-y. Small car specialist Daihatsu Motor was the strongest brand, relatively speaking, as its sales fell just 8.06% y-o-y.

Singapore Airlines Flies High In Global 500…but Other Airline Brands Forced To Make

This has resulted in all but one falling down the table of the world’s most valuable brands, according to the annual Brand Finance Global 500 survey published this week by Brand Finance plc, the world’s leading brand valuation consultancy.

Singapore Airlines, outperforming Lufthansa, American Airlines and Japan Airlines in the annual table, tops the aviation sector in this year’s report, climbing from 246 to be ranked 224, with a 32% increase in brand value from US$2.7 billion to US$3.6 billion.

The only airline introduced in this year’s Global 500 brands league table is Continental Airlines at ranking 477. Between them, Air France, British Airways and United Airlines have dropped by an average of 90 places in this year’s table to 310, 456 and 478 respectively.

Elsewhere in the report, the aerospace sector is dominated in this year’s survey by Boeing, which rose two places to ranking 111 on the back of a 21% increase in brand value. Dutch-owned Airbus climbed twenty places to 352 after itself registering an impressive 44% rise in its brand worth.

New Research Report: Singapore Freight Transport Report Q1 2010

PR Log (Press Release) – Jan 20, 2010 – According to reports in April, Singapore-based shipping group Neptune Orient Lines (NOL) was expecting a net loss of US$240mn in Q109, which would come on the back of a net loss of US$149mn in Q408. The declining figures are mainly due to a slowdown in international container-shipping operations. The company is expecting this trend to continue for the rest of 2009. NOL has increased its cost-saving target from US$250mn to US$550mn in order to offset the declining financial figures. NOL anticipates reporting a loss for full-year 2009, and has already reduced capacity on trans-Pacific and Asia-Europe routes by 20% and 25%, respectively. The company has delayed the delivery of some of the 28 vessels on its orderbook until 2012, and over this period will also remove 22 vessels from its fleet as charters expire. BMI believes the declining trade volume can be attributed to the deteriorating business environment and cost pressures. BMI's newly released Singapore Freight Transport Report concludes that because of global economic cooling, the country's maritime freight volume will rise by an annual average of only 0.5% throughout the 2009-2013 forecast period. Our shipping forecast is based on a number of factors. Our forecast for Singapore's average GDP growth over 2009-2013 now stands at 0.8%, largely because of the sharp contraction this year. NOL and other Singapore-based companies have established themselves as worldclass players. We expect them to be significantly affected, but manage the global downturn reasonably well and position themselves for eventual recovery, despite the growing competitive challenge from Chinese ports. Other transport modes will all be affected by the recession. We are forecasting 0.9% annual growth in air freight over the next five years. Overall, we now expect average annual growth in freight tonnage across all modes to total 0.6% in the 2009-2013 period. With an aggregate score of 63.7 out of a theoretical maximum of 100, Singapore scores well in BMI's freight ratings for the Asia Pacific region, coming out comfortably above the regional average. Its strong rating stems from low long-term political and economic risk and a strong regulatory environment, as well as a moderate, but healthy rate of infrastructure growth. For the 2009-2013 period, we expect the transport and communications sector to be on a par with the economy as a whole, with both forecast to achieve average annual growth of 0.8%. The total value of transport and communications GDP will rise to US$21.7bn in nominal terms by 2013, representing 12.1% of Singapore's GDP

New Cuniguard Antifouling Brings Major Savings To Boat Owners

This company is exhibiting its new Discovery 50 catamaran which is designed for ocean cruising and has been given a long-lasting protective coat of CuNiGuard.

CuNiGuard is a new product developed and manufactured in Britain by part of the well-established decking producer, Permateek. It is a process that combines the traditional antifouling characteristics of copper (Cu) with the durability of nickel (Ni). A complete layer of copper nickel is professionally sprayed onto a specially formulated epoxy resin base coat. This process ensures that the only substance in contact with the water is copper nickel. The epoxy base coat lies beneath the outer copper nickel layer and does not interfere with its protective qualities. This ensures an even surface coverage that provides total protection.

The precise combination of the two metals creates an alloy that erodes more slowly than copper alone. Upon immersion in seawater, the copper oxide film present on the CuNiGuard outer layer will react with the water to form a thin slippery surface covering of cuprous oxide . This layer will create an inhospitable environment for most marine life forms and yet is not toxic and results in one of the most effective antifouling systems available. The use of an epoxy resin binder provides the further benefit of protecting steel hulls against corrosion and providing GRP boats with additional waterproofing and protection against osmosis.

Because the copper granules in CunNiGuard provide 100 per cent coverage it ensures maximum protection. This is unlike other antifouling systems that use pure copper granules or a biocide suspended in resin and require frequent abrasion to bring the active ingredient to the surface. CuNiGuard, on the other hand, remains fully active regardless of the amount of vessel movement and requires very little in the way of maintenance. There is no need to hoist-out the boat to regularly pressure wash or abrade its surface so it is also ideal for boats that may spend prolonged periods on a mooring without use.

The average cost of using CuNiGuard is calculated at around GB£65 per square metre. Because a single application will last for many years and will also eliminate the need for regular hoisting-out and re-launching, the long term cost savings can be substantial. It will also liberate the owner from an unpleasant task that many see as one of the major drawbacks to boat ownership.

CuNiGuard does not contain biocides or TBTs and has a low leaching rate so it has a minimal impact upon the surrounding environment. The system has been fully approved by the UK Health & Safety Executive after testing that proved its compliance with UK and EU Law. It is recognised for use within the marine environment and holds its own HSE Certification Number.

The quality of CuNiGuard antifouling is also ensured by its only being available through an expanding network of professional applicators. The company is now welcoming the interest of potential applicators for whom full training is provided. PR Log (Press Release) – Dec 28, 2009 – According to the Moscow Times in February, chief executive of Russia's state-owned rail monopoly Russian Railways (RZD), Vladimir Yakunin, stated that the company might register a loss in 2009 as the global slump leads to a cut in industrial production and reduces the demand for freight traffic. Net income in 2008 was likely to be lower than RUB4bn (US$110mn). Yakunin added that cargo shipments would fall around 19% on an average in 2009 and added that freight shipments declined by 28% in February 2009, following a 33% fall in January 2009. BMI believes that RZD's plans to improve infrastructure, expand the fleet and amplify international presence will be slowed by current market conditions. Meanwhile, eventual privatisation may increase competitiveness, although RZD's ownership of the country's infrastructure means that it is set to maintain its overall domestic position. In our newly released Russia Freight Transport Report, BMI concludes that rail freight traffic will shrink this year, although we are less pessimistic than Yakunin. We expect rail freight carried to drop by 9.6% this year, and to grow by a low annual average of 1.2% in 2009-2013. Various factors support this forecast. Although the global economic slowdown is overshadowing current prospects, Russia's economy is still set to grow at an annual average rate of 2.0% over the next five years, according to BMI forecasts. Demand for freight will still be significant, particularly once the recovery gets underway. Russia is a vast country where transport infrastructure remains relatively thinly spread. The total value of transport and communications GDP will rise to US$248.4bn in nominal terms by 2013, representing 10.9% of Russia's GDP. One of the faster rates of growth will be registered by pipeline throughput (an average of 3.5% per annum), reflecting resilient Asian demand for Russian oil and gas, as well as substantial, but slower-growing European demand. Air cargo will grow at the same rate, an average of 3.5% per annum, although this is a sharp reduction on earlier projections. Given the impact of the global financial crisis, we expect to see ongoing consolidation in the aviation sector. The growth in pipeline turnover will, as mentioned, be based on continuing strong demand for Russian oil and gas, despite investor concerns over various issues, including the international recession, political risk, and the after-effects of gas disputes with Ukraine (in late 2005 and early 2009) and Belarus (in late 2006). On balance we believe there will be ongoing funding for big pipeline projects to markets in both the West and the East, although foreign investors will be much more cautious. In the long term, demand for road haulage will be boosted by the expansion of the motor vehicle fleet, and the sophisticated door-to-door logistics requirements of an increasingly consumer-oriented society. However, the near-term recession and the lack of enough new highway capacity will be a severe limiting factor. We are now predicting annual average road haulage growth of 2.3%. Other modes of transport will experience comparable growth curves. Railway freight turnover will be hard hit by the downturn in 2009 and as a result will grow at a weak 1.6% per annum. Shipping cargo turnover will also reflect the reduction in world trade in 2009, and will expand at an average 1.4% a year, while inland waterways will have a similar performance.

Thai Airways’ confident sales approach is not unfounded, “in 2009 we had more than three million passenger, which is more than 50% of the total number of passenger that used Phuket international airport.” said Khun Chantah.

By launching a series of new flights, including Phuket to Hong Kong and a Frankfurt – Phuket flight early next year, the airline is hoping that thier numbers of flight bookings will continue to dominate in the future.

There are 11 flights a day from Bangkok to Phuket, one flight from Chiang Mai and three flights a day from Japan, Hong Kong and Perth, each of the planes have more than 300 seats and are averaging 80% capacity.

K Chantath said, “Both domestic and international flight bookings are very high for the next three months, because of the obvious beauty of Phuket and the fact that many 5-stars hotels on the island are slashing prices to attract more tourists.”

BMI's latest forecast is that construction spending will amount to CZK205bn in 2009 , down from the CZK211bn we were forecasting only one quarter ago. The figure represents a slowdown from the CZK209bn that the national statistics office says was spent on construction in 2008. Construction's decline is, of course, in line with the country's general economic slowdown. Forecasting beyond 2009, BMI sees construction industry value rising to CZK213bn in 2010, a 1.9% rise in real terms, and to CZK228bn in 2011, a real increase of 4.3%. We expect growth rates to accelerate to above 5% in the years after that. Such optimism is based upon the current global economic crisis coming to an end and recovery taking hold. The Czech Republic has a number of factors that can cushion the blow of the current slowdown. As a key country at the crossroads of emerging economies and powerful EU economies such as Germany and Austria, Czech infrastructure development will find advocates beyond the country's borders. And because the construction industry represents a relatively large part of the economy - and the work force - political pressure for government stimulus to soften the slowdown will be greater. The latest quarter includes some signs of infrastructure investment in the energy sector and residential and commercial construction. The CEZ Group's plans to expand the size of the Temelin nuclear plant got some political support even if environmental assessments remain outstanding and construction is not scheduled to begin for another four years. Several renewable projects were also announced in the latest period. The government is proceeding with the sale of the national airline, but the latest quarter brought mixed signals about the privatisation of Ruzyne airport in Prague. Parliamentarians have made noises in opposition to a sale when asset prices are low, but the government is so far sticking to its plans to proceed with the sale. Since the government is currently an interim one - until elections expected in October - the outcome of this disagreement is impossible to predict. In the residential and commercial construction sector, at least two new projects were announced and Plaza Centers said it is resuming work that it was forced to halt at the end of last year. Given that the projects are led by different companies, the announcements suggest that investors are finding the funds needed to move ahead. Because the current economic slowdown began as a credit slowdown, any sign that credit is again becoming available should boost optimism about the future.

The third and fourth quarters of 2008 saw a fall in automotive sales growth, which markedly worsened in Q109, according to the Automotive Manufacturers and Importers Association (APIA). The decline in domestic car sales was marginally offset by a rise in the commercial vehicle segment. The slump in domestic sales was related to the introduction of the new environment tax, as well as restrictions on credit. Overall automotive sales in 2008 fell to 324,080 units in total, representing a fall of 11.7% year-on-year (y-o-y), with car sales down 14.1% while commercial vehicle sales rose by 2.0%. The decline has been caused by a moderation in economic growth and a reduction in the availability of credit, feeding into the performance of the country's automotive industry. Nevertheless, export sales increased some 26% in 2008, buoyed somewhat unexpectedly by sharp increases in sales to Germany, Italy and other West European markets. Despite a depressed local market, automotive production managed to strengthen slightly in 2008. Overall output was up 1.5% y-o-y to 245,308 units, car output was down 1.3% to 231,056 units, but commercial vehicles were up 87.4% to 14,241 units. Automotive growth is lower than the 13.2% recorded for the whole of 2007 as Renault's Romanian subsidiary Automobile Dacia approaches full capacity. This modest growth was due to the rise in exports counterbalancing the sudden decline in domestic sales. Nevertheless, the speed of the slowdown has been such that the outlook for 2009 is not at all promising. There are pressures facing Dacia in terms of rising wage costs and the effect of medium-term appreciation of the leu on prices on export markets. Even so, the Romanian automotive industry will be boosted by planned capacity expansion over the next five years. Renault is aiming to boost annual production capacity at Pitesti from 350,000 units in 2008 to 400,000 units in 2009. Renault is hoping to launch the new MÃ©gane in Romania in 2009, followed by the Laguna CoupÃ©. The company has so far relied on its existing models, such as the Symbol and the MÃ©gane Sedan, for most of its sales increase. Operating as a wholly imported brand in Romania, Renault sold 32,308 vehicles in 2007, giving it a market share of 9.2%. However, a 30% y-o-y decline in sales to 22,073 units brought the manufacturer's market share down to 7.1% in 2008. As such, the commercial manager for Renault Romania, Jacques Daniel, revealed that the company is looking to achieve an 8% market share in Romania, although it has not revealed any sales target for this year.

Following the delay of new regulation, UN ECE 104, 3M would still like to see companies using conspicuity markings on heavy goods vehicles (HGVs) and trailers as part of good safety practice.

The regulation, due to come into force this month, relates to the introduction of safety markings on HGVs and trailers. Louisa Perry, Product Manager for 3M’s Traffic Safety Systems Division, said: “Due to their size and weight, HGVs tend to be involved in more severe accidents than large goods vehicles and cars.”

Statistics show there are around 600 fatal accidents a year in the UK involving HGVs in rear or side impact with another vehicle. Research suggests that up to 12 per cent of these could have been avoided if conspicuity marking tape had been fitted making these vehicles more conspicuous to other road users, especially at night. It is estimated that 40 per cent of road accidents occur during twilight, night and dawn, despite the fact that less than one third of traffic is on the road during these hours.1

Limerick Motorists Reminded About Motorway Changeover

PRLog (Press Release) – Aug 17, 2009 – The Minister for Transport, Mr. Noel Dempsey, T.D., last month declared a total of 294km of national roads as new motorway sections under SI No. 255 of 2009.

Under the changeover plans, new 120 km/h speed limits will into effect on sections of the N7 Dublin to Limerick, N20 Cork to Limerick, N18 Oranmore to Limerick and N8 Dublin to Cork roads. Special speed limits, such as construction zones, will remain in place beyond August 28th.

According to Mr. Paul Crowe, Director of Services, Limerick County Council: “The design speed of 120kph will apply to all newly declared motorway sections unless special speed limits are in operation. In addition, the designation to motorway status will also serve to protect the route against inappropriate development, including multiple access points, which would have road safety implications and affect the efficiency and service life of the route.”

He explained: “The changeover to Motorway status applies only to dual carriageways (or integrated parts thereof) that were already built, were under construction or in planning when the Roads Act 2007 was enacted. Drivers using the existing open sections of these routes should note, that until 28 August 2009, the current speed limit will apply.”

Mr Crowe advised that certain categories of road users were prohibited from using motorways. They include cyclists, pedestrians, animals, invalid-carriages, vehicles with an engine capacity of 50cc or less, people driving on “L” plates, vehicles that do not use inflated tyres, vehicles incapable of a speed of at least 50km/h, and people who do not hold a full driving licence for the category of vehicle they drive.

Investing more, charging less: an LTL shipping paradox

Breen emphasizes that it hasn’t been easy. ”It costs us more to put two-man sleeper teams on our coast to coast lanes, but we do it. Years ago we brought speed and reliability to the LTL world by using sleeper teams, and we haven’t stopped. No LTL carrier is as fast as Daylight between LA and the East Coast, or as consistently on time. But to compete in this market, our LTL rates have to be lower than competitors who are slower and less consistent. Believe it or not, we‘ve found ways to make this model sustainable.”

Daylight Transport has been able to sustain this counter-intuitive rate/quality equation through a combination of business structure, streamlined systems for efficiency, and a proactive culture. “We use our financial strength to help customers get more for their dollar,” says Breen.

Empowering the front line

Anticipating a sharp downturn in the economy and the freight transportation sector early last year, Daylight acted decisively.

Daylight began empowering front line team members, such as Account Executives and CSRs (Customer Service Representatives), to make independent decisions that normally would need a supervisor’s approval. “We knew that in tough times our customers would need even more flexibility from us, whether in customizing a service to help with a supply chain issue or handling an unusual problem resourcefully. Just the other day one of Daylight’s newest customers, who had experienced damaged freight with their former carrier, wanted to know the exact condition of a shipment as soon as it arrived at our delivery terminal. Daylight’s CSR at origin called the CSR at the receiving end and asked her to take a cell phone picture of the freight, which was in perfect condition, and email it directly to the customer.

“The customer needed reassurance beyond our normal electronic report, so we gave it to them,” says Steele. “Interactions like this are taking place at every level at Daylight. Flexibility is all about doing things the customer’s way, not making them conform to ours. At another carrier, the CSR would have had to ask a supervisor to ask a manager to go through a chain of command at the other end before taking action. Being flexible saves time and money, makes our customers look better to their customers, and builds relationships.”

Servicing customers instead of servicing debt

Daylight Transport is debt-free. Richard Breen says that he has been rigorous about maintaining this position ever since he founded the company in 1977. Daylight’s debt-free status and cash reserves have a direct impact on customer service. Carriers who are caught short can be forced to cut service levels, which can mean slower transit times, late deliveries, or inconsistency.

Trusted advisors optimizing supply chains and simplifying life

Safety Benefits Of The Modern Sea Anchor Demonstrated

PRLog (Press Release) – Aug 12, 2009 – Oslo-based Miko Marine AS has designed a sea anchor that uses modern high-strength materials and is capable of being used by the largest vessels. It is intended as a component of the European Ship Arrestor project but Claus-Christian Apneseth, project manager for Miko Marine, believes that a sea anchor should be routinely carried by any ship with a dangerous or potentially polluting cargo.

“Heavy-lift ships and any with a large deck cargo can be in danger if they are lying beam-on to the sea following a loss of power,” he said. “The sea anchor is a simple and well-known device that will quickly turn the bow of any ship into the wind. In this way it will ride more safely and its cargo will be less vulnerable. It will also reduce its drift by up to 50 per cent and this could be a vital safety element. Last October a jack-up oil drilling platform was lost from a heavy lift vessel under just these circumstances and is a typical example of the dangers arising from excessive roll when a ship cannot turn into the wind. Similarly, by slowing the movement of a tanker towards land, the use of a sea anchor could provide more valuable time for the ship to be reached by rescue tugs before grounding with disastrous consequences.”

Although it was well-known in the age of sailing ships and may still be used by small craft, the sea anchor has fallen into disuse as ships have become bigger and heavier. The Miko Sea Anchor uses modern man-made fabrics and lines to create a parachute-shaped anchor that is immensely strong yet capable of being stowed in a small container on the foredeck. Calculations based on the recent trials have determined the dimensions of the sea anchors needed for ships of different sizes and have revealed that they need not be as large as might be assumed to be effective.

“Our trials have confirmed that a parachute anchor with a diameter of 30 metres is capable of turning and slowing the drift of a ship of up to 100,000 tonnes dwt,” said Aspneth. “Such an anchor can be stored in a small container on the foredeck where it can be kept ready for immediate use. It could be launched over the bow by the crew or installed with an automatic electrical or hydraulic deployment system. Because it can be a self-contained unit, the sea anchor could be moved from ship-to-ship in a fleet to suit the cargo being carried and to meet any instructions from its insurers.”

Miko Marine is a salvage company with expertise in naval architecture and it also markets a unique range of magnetic patches for emergency use by ships. The company is leading the European Ship Arrestor Project which is aimed at developing a technique that can enable a tow line to be attached by helicopter to an unmanned ship that has lost power. The tow line would end in a sea anchor so it would reduce the ship’s drift and create more time for the intervention of a rescue tug. A consortium of eight European organisations has been created to develop the idea and it includes companies from Norway, France, Germany, Netherlands and Austria. Among these are the Norwegian Institute of Technology and the UK’s Ship Stability Research Centre. By applying their individual expertise to the challenge, it is hoped that it will be possible for the consortium members to develop a technique that will reduce the likelihood of groundings and the pollution that can result from them. 1 - Please note that the contents of our website are aimed only at users aged 18 years or above to purchase the EuropaTransfers, using the payment method required on our website. The EuropaTransfers website provides the prices of the transfer services in Sterling Pounds and Euros (please check clause number 4.2).
2 - Please read all these terms and conditions bellow carefully before booking our services from the airport to hotel/private house, and from hotel/accommodation to the airport. By clicking on the "Yes, I have read and agree to the Terms of Service" button on the 3rd booking step, you agree to be legally bound by these terms and conditions, as they may be modified and posted on our website from time to time. These terms and conditions apply to all transfer services provided by us to you and we agree that these are the only conditions that will apply.
2.1 - All orders must be placed at least 72 hours in advance of departure.
2.2 - In your best interest please fill in the correct flight time and number as well as your resort and accommodation address. Any changes in this information must be reported immediately to EuropaTransfers or the relevant ground operator and may be subjected to extra costs:
2.2.1 – Before arrival service: Contact EUROPATRANSFERS;
2.2.2 – Locally: Contact ground operator (contacts can be found on the booking confirmation voucher).
2.2.3 - EuropaTransfers accepts no responsibility and will provide no compensation for the loss of transfer of arrival/departure flight should the customers not introduce the correct flight time and number and dates of the transfer(s) services. Any changes in this information must be reported immediately to EuropaTransfers or ground operator. If the resort chosen by the customer does not match the location of the accommodation address on the voucher, the customer will be held responsible for the payment of any extra charges to cover the difference.
2.2.4 - SPECIAL REQUESTS: EUROPATRANSFERS will endure efforts to assist any request but NO GUARANTEE can be given. Unless specifically specifically agreed by us in writing - by email -. EUROPATRANSFERS do not accept bookings, which are conditional upon special requests being met.
2.2.5 - All information placed upon the booking process is entirely the responsibility of the client. EuropaTransfers is not able to change any client details in the beginning, middle and end of the booking process.

In case a client verifies that a double booking has been made (means of verifying: client personal statement and also own e-mail/spam messages), the client should contact immediately EuropaTransfers costumer care department - booking@europatransfers.com. EuropaTransfers will not accept any responsibility in case of a double booking.
3 - Luggage (conditions for the arrival/departure's transfer ):
3.1 - All clients should notify EUROPATRANSFERS of any extra items before the service, and if not reported, EUROPATRANSFERS is entitled to charge locally per item or cancel the booking without any refund.
The extra items are:
* Luggage;

* Surf boards;

* Golf Equipment;

* Bicycles;

* All other undeclared items.
3.2 - Clients who are carrying: excess luggage, surfboards, pet's boxes,bicycles, foldable wheelchairs or senior scooters or other over-sized luggage will only be transported in a private Transfer. The customer maybe required to pay extra locally if the initial service was not private (local taxes will apply).
3.3 - Any excess luggage/golf clubs must be declared at the time of the booking.
3. 4 - We do not accept any responsibility for carrying undeclared over-sized luggage such as: surfboards, pet's boxes, wheelchairs or senior scooters. EUROPATRANSFERS is entitled to cancel the service if such situations occur.
3.5 - In the case of undeclared over-sized luggage or undeclared excess luggage the clients will be held responsible for covering the additional cost which will be charged locally (local taxes will apply).
3.6 - Each passenger is allowed 1 items of luggage with a max. width + length + height = 158cm, and 1 hand bag.
3.7 - Customer's luggage and personal belongings are entirely at their own risk and no responsibility can be accepted for loss or damage.
NOTE : Depending on the size of extra item it may be that carraige will be provided in an additional vehicle charged locally.
4 - Payment is required at the time of booking. All details provided to us for the purpose of the EuropaTransfers will be correct, that the credit card which the customers uses is their own and that there are credit facilities to cover the cost. We reserve the right to obtain from their credit card details before providing the transfer(s). EuropaTransfers will then produce written confirmation of the details regarding the booking by email. Such payment is strictly non-refundable except in circumstances where EUROPATRANSFERS agrees to cancel the booking.
4.1 – We do not sell or rent any of your personal information to anyone. EUROPATRANSFERS will only share your personal information with our authorised transfer service suppliers. These suppliers will have access to your contact details to reach or notify you of any changes or issues regarding your booking.
4.2 - As our payment gateway only accepts Euros, in your issuer's bank web page the amount of the payment will be shown in Euro using the daily exchange rate defined by the Central European Bank. Some Banks may apply a 2% fee for the VISA transaction.
4.3 - Any monies handed by the client to the drivers are considered tips / gratifications. EUROPATRANSFERS will not assume any responsibility for these exchanges, unless it is previously agreed in writing.
5 - It is our compromise that the transfers you purchase from our website will be performed with reasonable skill and care. in accordance with our agreement. Please note that all materials and information on our website are provided on an "as is" basis. We reserve the right to subcontract the provision of the transfer(s) to third parties and in such situations, our liability is limited to ensure that we use due care and skill in the selection of the third party to provide the transfer(s).
5.1 - Our company is fully insured, having all the insurances requested by Portuguese law. All transfers provided are insured by the local Ground Handling Operator.
5.2 - All transportation has passenger insurance inside the vehicle. EuropaTransfers is not responsible for damages or losses that are not directly linked to our services. EuropaTransfers reserves the right to sub-contract the provision of the transfer(s) to third parties and in such situations, our liability is limited to ensure that we use due care and skill in the selection of the third party to provide the transfer(s).
5.3 - It is a condition of booking with EUROPATRANSFERS that every customer who travels must have adequate insurance cover.

6 - The details of our prices for the taxi/minibus/shuttle are displayed on our website. The price of any transfer(s) is the price displayed on our website according to the customers date and time order. We try to ensure that our prices displayed on our website are accurate but the price on the customer’s booking will need to be validated by us as part of the acceptance procedure. We may change the price of any transfer service on our website before you place an order.
6.1 - EUROPATRANSFERS is entitled to cancel any booking when the proper transportation conditions are not assured for our clients. This condition is communicated to the client by e-mail message before the service and the necessary steps to issue the refund of the amount will be made.
